New Partnership Announced Between Russian Software Company and American Utility Service Company at Partnerships for Prosperity and Security Exhibition
PHILADELPHIA, PA -- National Nuclear Security Administration (NNSA) Administrator Linton Brooks today announced a new partnership agreement between Fuelco LLC, a Midwest-based utilities service company, and Optima, a Moscow-based systems integrator and software development company.
Brooks made the announcement at the first-ever Partnerships for Prosperity & Security exhibition conference in Philadelphia, November 5-6, where world-class scientists and engineers from Russia, Ukraine and Kazakhstan unveiled 140 technologies, many of which have been previously inaccessible to U.S. companies.
"I was delighted to hear that this conference was the catalyst for these companies to formalize their relationship. We are encouraged by the progress and are pleased to be able to help Russia develop its market economy," Brooks said.
The initial agreement, signed at the exhibition, will lead to development of fuel accounting software designed to help track procurement of nuclear fuel products. Phase One of the project will be an assessment leading to the development and testing of the actual software. This technological partnership will help American utilities lower costs to their customers.
The conference showcased NNSA's Russian Transition Initiatives (RTI), which works in partnership with American industry to transform the infrastructure of the Russian nuclear weapons complex to permanent non-military commercial uses. The program serves an important nonproliferation goal by redirecting Russian nuclear weapons scientists to commercial efforts. RTI is implemented through two-programs -- the Initiatives for Proliferation Prevention (IPP) and the Nuclear Cities Initiative (NCI).
NNSA is a semi-autonomous agency of the Department of Energy. It enhances U.S. national security through the military application of nuclear energy, maintains the U.S. nuclear weapons stockpile, promotes international nuclear nonproliferation and safety, reduces global danger from weapons of mass destruction, provides the U.S. Navy with safe and effective nuclear propulsion, and oversees national laboratories to maintain U.S. leadership in science and technology.

Energy Secretary Abraham and Russian Atomic Energy Minister Rumyantsev Announce First Ever U.S.-Russian Business Venture in Closed Nuclear City
Joint venture to foster trade and investment between countries
WASHINGTON, D.C. -- Today, U.S. Energy Secretary Spencer Abraham and Russian Atomic Energy Minister Aleksandr Rumyantsev are announcing the first joint venture project between a U.S. company and a Russian company founded in a closed nuclear city. This groundbreaking project, which furthers the nonproliferation efforts of the U.S. Department of Energy's (DOE) National Nuclear Security Administration (NNSA), will employ former Russian nuclear scientists to manufacture medical components, equipment and devices in the formally closed city of Snezhinsk.
The joint venture between Numotech, Inc., a Northridge, California medical devices company, and Spektr-Conversion, LLC, a Russian entrepreneurial start-up, will make life-changing medical products available to millions of people worldwide. Projects include the Back Support System, the first clinically-proven product to prevent and heal pressure ulcers for those confined to wheelchairs, and the Numobag, a unique oxygen bath system for healing wounds, pressure sores, burns and incisions.
Nearly 100 former employees of the Russian Federation's All Russian Scientific and Research Institute for Technical Physics (VNIITF) who previously worked on the manufacturing and design of nuclear weapons are now employed at Spektr-Conversion. The company is now an independent research and development and prototype manufacturer, and is no longer associated with VNIITF. The Numotech-Spektr Conversion joint venture culminates three years of U.S. government support under the Russian Transition Initiatives (RTI) and is expected to create 433 permanent local jobs.
The Overseas Private Investment Corporation (OPIC) expects to support this joint venture through its commitment to provide a $10 million loan to leverage additional funds from outside investors, along with a commitment of up to $25 million in political risk insurance coverage for eligible equity investors.
Also involved in the joint venture is Sandia National Laboratories, a multi-program laboratory operated by the Lockheed Martin Company for DOE. Sandia validates the venture's technologies and provides technical assistance for the project. As an active participant in the RTI program, Sandia mentors Russian scientists in making the transition from defense to civilian industry.
The announcement will be made today in conjunction with the first-ever Partnerships for Prosperity & Security exhibition-conference in Philadelphia, November 5-6, 2003. WASHINGTON, D.C. -- The Department of Energy’s (DOE) National Nuclear Security Administration (NNSA) announces its sponsorship of the first-ever Partnerships for Prosperity & Security exhibition-conference in Philadelphia, November 5-6, 2003. World-class scientists and engineers from Russia, Ukraine and Kazakhstan will unveil innovative technologies, many of which have been previously inaccessible to U.S. companies.
The two-day conference at the Pennsylvania Convention Center in Philadelphia will feature 140 high technology products ready for commercialization in diverse industries, including nuclear fuel and reactors, coal, petroleum and gas, and hydrogen technology. Prominent officials and industry leaders from the U.S. and the former Soviet Union are expected to attend, including U.S. Secretary of Energy Spencer Abraham, Russian Atomic Energy Minister Aleksandr Rumyantsev, and Representative Curt Weldon.
The conference follows significant strides in recent months to enhance the energy dialogue between the U.S. and Russia, to deepen the partnership between the two countries’ fuel and energy sectors, and to encourage investment. Last month, Secretary Abraham participated in the U.S.-Russia Commercial Energy Summit in St. Petersburg, which drew 600 business and government leaders in energy policy and commerce.
“Partnerships for Prosperity marks the first step in the implementation of a new phase of the energy dialogue with Russia that began at the recent Commercial Energy Summit, and advances DOE/NNSA goals,” Secretary Abraham said. “Commercialization of former weapons technologies will not only foster peaceful economic partnerships between the countries, but also increase security in the U.S., the former Soviet Union and the world.”

WASHINGTON, D.C. -- The Strengthening the Mid-Atlantic Region for Tomorrow (SMART) Congressional Caucus announces its endorsement of the first Partnerships for Prosperity & Security exhibition-conference in Philadelphia, November 5-6, 2003. World-class scientists and engineers from Russia, Ukraine and Kazakhstan will unveil innovative technologies, many previously inaccessible to U.S. companies. Department of Energy's (DOE) National Nuclear Security Administration (NNSA) is sponsoring the event.
The two-day conference at the Pennsylvania Convention Center in Philadelphia will feature 140 high technology products ready for commercialization in diverse industries including nuclear and fossil fuels, hydrogen technology, detection and security technologies, information technologies, advanced materials and nanotechnology, radiopharmaceuticals and medical applications, aerospace and electronics. The technology exhibition portion of the event is open to the public free of charge.
Numerous prominent government officials and industry leaders from the U.S. and the former Soviet Union are expected to attend, including U.S. Secretary of Energy Spencer Abraham, Russian Atomic Energy Minister Aleksandr Rumyantsev and Rep. Curt Weldon (PA-R).
Rep. Weldon, co-founder of the SMART Caucus, has made improving relations with Russia one of his major efforts in the House. A Russian Studies major, he has worked with Russian leaders on a variety of issues, including efforts to improve Russia's energy supply, correct environmental damage and protect both nations from ballistic missile attack. He is also the founder of the Duma-Congress Study Group, a bilateral parliamentary exchange that helps coordinate legislative efforts in the Russian Duma and Congress.
"Partnerships for Prosperity & Security combines my individual goals of fostering a better working relationship between the U.S. and the former Soviet Union and the Smart Caucus' goals of promoting science and technology partnerships to benefit the economy of our entire region," said Rep. Weldon. "We look forward to welcoming these scientists to Philadelphia and to the exciting collaborations that will result from this historic event."
The bipartisan SMART Caucus was formed by Congressmen Weldon, Steny Hoyer (MD-D), Michael Castle (DE-R) and Rob Andrews (NJ-D) on August 1, 2001 to promote the Mid-Atlantic region's technical enterprise. The official establishment of the Caucus was preceded by six years of regional Congressional collaboration. Recently, Sen. John Corzine (NJ-D) has taken the lead for the Senate.
